THREE teenage boys have been charged with arson with intent to endanger life following a fire at a block of flats in Horley earlier this year. The incident occurred on the evening of March 27 at Elbourne House in Lumley Road. It is believed to have started when a roll of carpet was set alight in the stairwell.
