Mark Rowley, the former chief constable of Surrey Police who signed off on a major multi-million pound IT system that was scrapped before it was ever used has admitted the scheme needed more "specialist expertise" to be a success.
Mr Rowley, who is now an assistant commissioner with the Metropolitan Police, made the statement after an independent audit report found the doomed "SIREN" scheme has cost taxpayers nearly £15m, even though it has never been used.
